The Built Environment Accelerate to Market Programme (BEAMP) is a multi-agency initiative designed to build a vibrant innovation ecosystem for the Built Environment (BE) sector in Singapore.
The programme provides a platform for solution providers to tackle specific real world challenge statements raised by challenge statement owners – BE industry players in Singapore – and collaborate with them to fast-track the innovation process.
BEAMP was launched by the Building and Construction Authority (BCA), JTC Corporation (JTC) and Enterprise Singapore (EnterpriseSG).

BEAMP Cycle 5
BEAMP is set to return with Cycle 5 in 2024 to facilitate the adoption of advanced building technologies, enabling greater sustainability, quality, and productivity outcomes in the building and construction sector. The challenge creates a platform for BE industry players to surface specific challenge statements and work with selected solution providers to co-develop, test, and pilot solutions to address them.

The Built Environment Accelerate to Market Programme (BEAMP) is a multi-agency initiative designed to build a vibrant innovation ecosystem for the Built Environment (BE) sector in Singapore. It creates a platform for BE industry players to surface specific challenge statements, and work with selected solution providers to co-develop, test, and pilot solutions to address them.
Interested companies may submit their challenge statements using the Challenge Statement Template by 15 December 2023. This will provide a substantial runway for challenge scoping and refinement. Our team will guide potential challenge statement owners on the subsequent process.
You may provide challenge statements that fall under any of BEAMP’s eight thematic pillars. These challenge statements should be scoped according to our Challenge Statement template.
There is no limit to the number of challenge statements that each CSO provides. Nonetheless, we encourage all potential CSOs to develop informed, detailed, and well-scoped challenge statements to attract the best solutions. As such, it is important to prioritise quality challenge statements over quantity.
Participating CSOs are expected to be involved in the following areas:
- Identify near-term challenges in the organisation and develop challenge statements with a predetermined set of expected outcomes.
- Mentor and co-develop the solution development with shortlisted innovator(s).
- Provide testbedding sites and datasets where applicable. Participating CSOs are required to commit in writing (in the form of a Letter of Intent) to their willingness to test the developed solution if the innovator achieves the agreed deliverables.
Innovative startups and SMEs that possess or can develop a solution that address at least one of our challenge statements are welcome to participate. They must also be driven to develop and test their solutions along with the Challenge Statement Owners in Singapore during and after the challenge.
You are free to submit proposals for every single challenge statement available.
Yes, an innovator may work with more than one CSO.
All submissions will be assessed based on the following criteria:
- Technical feasibility and novelty;
- Business and adoption feasibility;
- Impact;
- Ability to successfully execute the project; and
- Clarity and comprehensiveness of the proposal.
All background intellectual property (IP) rights are owned by creators. Any commercialisation of IP generated during this Programme shall be negotiated separately between the participants and respective challenge statement owners.
BEAMP will support prototype and co-development of up to 50% of qualified costs, capped at SGD50,000 for the Accelerate Solution Development phase and capped at SGD250,000 for the Market Development phase.
The proposal and agreement will then be reviewed to determine the final amount of funding.
Public researcher(s) can participate by either:
- Registering a new spin-off that has the commitment to licence the technology, led by a committed, balanced and capable team; OR
- Contributing to a joint submission with industry partners. (Note that the industry partner would lead the proposal submission and commercialise the solution.)
Note: All proposals are to be submitted by a registered company.
